Job description
Developer/Programmer Analyst Texas Workforce Commission (TWC) requires the services of one (1) Developer/Programmer Analyst, who meet the general qualifications of Developer/Programmer Analyst Level 3 and the specifications outlined in this document for the Texas Workforce Commission (TWC).
All work products resulting from the project shall be considered “works made for hire” and are the property of TWC. TWC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TWC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
This person should be able to develop Java full stack but will be assigned mostly to front end implementation. Perform advanced automated systems development work in support of Vocational Rehabilitation software systems. Responsible for activities during all phases of the system development life cycle including analyzing, diagnosing, and resolving software, data, hardware and reporting problems and troubleshooting system issues for internal and external clients. Develops and tests Java Applications that meet design specifications, including accessibility and usability requirements. Documents current processes, reviews written specification additions/modifications and creates test cases for submitted defects involving new and modified program policies. Analyze, design, and develop logical, structured programs and systems appropriate to customer needs which are well-documented programs and that may be maintained by others. Ensure adherence to program documentation and procedural standards, and management goals and objectives.
Worker Skills and Qualifications Worker should be qualified to serve as a “Developer/Programmer Analyst”, Level 3 under the Texas Department of Information Resources (DIR) IT Staff Augmentation Contract guidelines.
Minimum Requirements:
8 Years - Web Development 8 Years - HTML, CSS, JavaScript 8 Years - JSP, jQuery, Bootstrap, React, Angular 5 Years - Java 5 Years - Full stack Java development with emphasis on the view/front end development. 5 Years - Experience with building Accessible web applications 2 Years - Experience in SQL 2 Years - Spring Framework 2 Years - Micro-focus Octane, CI/CD, AWS, Container technologies (Docker, Kuber) Knowledge of the Software Development Life Cycle (SDLC) principles, practices and techniques of application programming and software design. Ability to accurately test software applications use a data driven development approach. Ability to effectively communicate. Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in trouble shooting computer software systems. Strong written and verbal communication skills to serve as a technical consultant to peers, clearly and accurately document relevant issues, and prepare accurate, concise, reliable reports.
